The purpose of traffic management is to inform and, if necessary, direct road users towards a safer and more efficient use of the existing infrastructure while safeguarding the quality of the environment of those living and working in the vicinity of the road network.
The RTME tool assists in meeting these objectives by providing a modelling environment within which appropriate traffic management responses to specific traffic conditions can be tested and evaluated prior to 'real time' implementation.
The RTME tool has been developed as a plug-in to OmniTRANS. It uses OmniTRANS to provide network project management , whilst hosting an external application (Marple) which implements the dynamic traffic assignment.
Marple is an application developed by the Dutch Department of Traffic. It is an abbreviation which stands for “Model for Assignment and Regional Policy Evaluation”.
OmniTRANS interfaces the network including services (such as speed control, traffic diversion, etc) and measurements (such as ramp metering, rush hour lanes etc) with Marple. The results of the dynamic traffic assignment are read from Marple and stored in the OmniTRANS database so the results can be viewed and analysed using the RTME.
