SpitsScoren is a project initiated by De Verkeersonderneming (a combination of the Port of Rotterdam, City of Rotterdam, Directorate General of Public Works and Water Management et al), designed to reward people to avoid a particular part of the A15 (highway at the south of Rotterdam) in the morning peak, which gets heavily congested.
